Step One: files> Scripts> Load Files into stacks

Step Two: Browse> Choose images> OK

Step Three: (to bring up Timeline, Window> Timeline) Create frame animation> Hamburger menu> Make frames from layers

Step Four: File> Export> Save for web

Step Five: Copy setting below, or create your own!
